Currently my parents are visiting me in Canada and i am a PR holder. They landed in Canada on sept 24th 2018. I was planning to apply for super-visa for my parents. I know as per cic mandate you cannot apply super visa inside Canada, but it needs to be applied outside Canada. As my parents are old i was planning to apply super visa from st.pierre (French Territory in atlantic). My question was
1. Should the applicant has to be in the country where the passport is issued, or they can apply from any country for which they have authorization to travel and legally admitted to that country?.
2. If it is possible, is there any format of letter of explanation which i can use to convince visa officer to grant super visa from other country where your legally admitted?.
