I'm planning to apply parents sponsorship in 2020 when it opens up. My original plan was to use 2017, 2018, 2019 three years of tax documents for income verification. My income is high enough for MNI for the year of 2017 and 2018. Due to personal reasons, I was not in the country for 6 months in 2019 so my income does not exceed the MNI for the year of 2019. What should I do in this case? Would it be possible to use the year of 2017, 2018 and 2020 tax history to qualify? Or I have to start over again? Btw, my income in 2016 doesn't qualify as well.

No, you cannot skip a year just because you don't make enough for that year to qualify.
But there is no news about 2020 PGP. So who knows what is going to happen.
 
Nobody knows if there will be a PGP2020. The program was being revamped so it is hard to know if the 3 years of income will remain the requirement. If the 3 years income does count 2019 will not qualify and you’ll need to start planning to attempt to sponsor your parents in 2024.
