Hello,,,,guys I received an email from CIC that I can sponsor my parents,,, but I not meeting the income requirements for both of them,,,CAN I SPONSOR ONE OF THEM..?

No. You must have enough income to sponsor both. No point submitting an application - it's going to be refused.
