i have applied to sponsor my spouse and the application is underway. i also want to sponsor parents. When looking at the income table for parents sponsorship, should I be looking at 3 members currently or should I be adding spouse to the family.

You have to include your spouse - so 4 (assuming you have no children).
 
Ok thank you. :) so to meet minimum income i will need spousal income to add as well as currently i don't fulfill income requirements for 4 persons. If I get her as a co-signer, will we have to wait another 3 years to collect T4's for her for 3 years before we can actually apply? :(

Yes - it sounds like you will need to wait another three years.

You can only include your spouse's income in the calculation if your spouse's income was earned in Canada and they have NOAs to prove it.

Yes. Assuming she starts work in Canada and your combined income starts qualifying this year, then with NOAs from 2017, 2018 and 2019 and waiting 1 additional year for final tax return, you can possibly apply to PGP lottery in January 2021 (depending on any rules changes till that time).

Keep in mind any children you have will increase the family size by +1 for all 3 tax years you need to show.
 
Ok Thanks guys for all your help. I really appreciate that. :) Such a long wait like mission impossible! Hopefully they come up with some better amendments to the current rules else its Mission 2021 :'(
