I applied the sponsorship for my father. Now CIC asks me provide some document. Since my sister is also a Canadian citizen, and she wants to take over the sponsorship for my dad. I phoned CIC, was told that my sis has to resubmit the application. So now if I continue to apply for my DAD, and after my dad receive the permanent resident status, can I transfer the sponsorship to my sis? would be any punishment on my end? Financially, I could afford, but just my husband refused to sponsor to my dad.
 
No - you can't transfer the sponsorship to your sister after your father lands. It's impossible to do this. Since you are the sponsor, you will continue to be financially responsible for your father for 10 years from the time he lands.

Thanks. So the only way is to withdraw my application and my sister submit the new application for my dad? Such waste of time! I have been waiting for four years.

Yes - that's the only way. The processing times will re-set if you withdraw the application and your sister resubmits. Also, you should check out the new sponsorship rules. Fewer applications are now accepted and LICO has increased. If you are thinking of withdrawing, you should make sure your sister is going to qualify to sponsor your father when CIC starts accepting applications again in January.
