It seems like both Quebec and Federal requirements need to be met for parental immigration according to this Quebec government site -

Does this mean that Quebec's financial requirements are actually stricter? i.e. it needs 3 years history and greater income?

Immigration is a shared jurisdiction between the governments of Québec and Canada. In the case of the family class (sponsoring a close family member), the person who wishes to sponsor must satisfy the requirements of both governments.
