The program hasn't opened this year.
Only a limited number of applications are accepted each year. They are selected either through a random lottery or first come, first serve.
To qualify, you must meet the minimum income requirements from a job in Canada for three years in a row before you apply.

You haven’t landed yet. You are many years away until qualifying to potentially sponsor your parents. PR for parents is not guaranteed.
