Parents in Canada - can I apply for New SuperVisa while they r here ?

Hi,
My parents are in Canada with SuperVisa expiring in 2 months,
I have an option to extend their Visa but the only issue with visa extension is it will be expire any time you leave Canada (let say they want to go in a quick trip the States)
My 2nd option is I apply for a new SuperVisa Visa, but I am not sure if I can do that while they are here in Canada or if they need to leave Canada first.
I got mixed feedback from ppl. Today I spoke to CIC and the agent said I can apply while they are here !!!! my wife spoke to another agent few weeks back and he said they should be outside Canada !!

any thoughts guys ?

Where they are is irrelevant.

They must apply abroad (most probably country of residence). As long as they can submit all requested documents to that visa office and the visa office can submit back any documents then they can be in the moon for all Canada cares....
