Parent visitor vis - Processing time exceeded

Hello,

We applied for my mother-in-law's visitor's visa on March 10.
Processing time for our country (Algeria) is showing 23 days.
It's been 3 months now and the application is still at the "Submitted" stage.
Does anyone know if this is normal?
What options do we have to ask for clarification?
Should we cancel the application and apply again?
We contacted IRCC through the web form and the basic response we got is "we will contact the office in charge". No news since then.

Seems like we have no recourse other than waiting....

Posted processing times are often incorrect and represent an average not the range of processing lengths. AI processing happens relatively quickly but if the application requires manual processing months is fairly normal.
