Hello, please I got a message that my mum should go for biometrics. She is currently in Canada but the message said that she must go outside Canada for the biometrics if she's currently in Canada.

She can try to go to the US for biometrics. Some are allowed, some are refused.

If she isn't allowed into the US, she needs to go somewhere else outside of Canada. That can be her own country or another country where she can gain entry.

No you don't get approval if you've been told you don't meet the income requirements.
