I just start looking into sponsoring my parents for PR. Just a few questions

1. I heard a lot that CIC often changes the application forms, say in late December. Is this still true?

2. In the calculation of family size, should my parents be included? Say I have a family of 4 including myself here in Canada, the family size is then 6?

Sometimes they do, but really only CIC knows. Many were changed 2 years ago when program re-opened after a long delay, but I don't think there were many last-minute updates last year.

Yes parents must be included in family size for calculating LICO.
