Hi All,

Is it true that one has to live in Canada for 3 years with minimum income each year to sponsor parents ?

If I'm living here only 2+ years and filed taxes for last 2 years, can't sponsor my parent ?

Yes - 3 Canadian tax returns are required.

If you have only been in Canada for two years and only filed two returns, then unfortunately you will have to wait until you have three year's of returns before you will be able to sponsor your parents.

Is it different for Sponsors living in Quebec ?

The province of Quebec is responsible for determining whether sponsors living in the province have the financial ability to sponsor family members and the length of the undertaking.

Sponsors living in Quebec must only submit the Application to Sponsor, Sponsorship Agreement and Undertaking (IMM 1344), the Generic Application Form for Canada (IMM 0008) and provide the required documents. Refer to section “Income Tables and Charts’’ to determine if you have the financial ability to meet the sponsorship requirements.

Quebec only look into last 12 months income ?

No Quebec follows the same rules as the rest of Canada. Before it was only 12 months required. As of January 2, 2014, you will have to prove 3 years. If you don't have 3 years, you do not qualify to sponsor your parents no matter what province you're in.

3 years including 2013 will work - for example if i moved to Canada in September 2011 so i have 2011 and 12 tax returns + considering 2013 end of year... will this count 3 years ?

or one has to have 2010,11 and 12 tax returns to file ?
 
You can not even file it now because the program re-opens on January 2, 2014. 2013 tax return will be available next year. So that is the earliest you can file for your parents, as you will have 2011, 2012 and 2013 tax returns. If you try now, you need 2010, 2011, and 2012 but you don't have 2010.

If you just started earning income in Canada in Sept 2011, then I doubt you will meet the LICO+30% requirement in 2011 since you will only have a few months of income.

Here is link to the 2013 "LICO plus 30%" incomes you must have for a given tax year. http://www.canadavisa.com/necessary-income-levels-for-family-sponsorship.html . Your family size is you + spouse + number of dependent children + number of parents.

If you didn't meet LICO+30% in 2011, then you would have to use 2012, 2013 and 2014 tax years to qualify, and perhaps you can try applying in 2015.
