Parent authorization letter for 17-year-old son: is it necessary?

Dear all,

My husband will visit me on a visiting visa along with our 2 sons. One of my sons is 17 years old. Is he still deemed minor? Do I have to make an authorization letter granting permission to my husband to accompany my son?

of course he is still a minor.
