Paper based Nominee application for PR 24 months join here

I applied in Dec 2018 under the nominee program.
Married in Jan 2019.
Added spouse in a file March 2019.
Medicals and Biometrics completed for both.
I requested a GCMS note a couple of weeks ago and it shows eligibility not started, security not started.
Since they transferred my file to the Vancouver office titled complex case, No timeline being applied to finalize the application. I submitted all the required and requested documents in a timely manner. please help me if someone passes through the same situation.

I applied under BCPNP and My file was also transferred to Vancouver office, by transfering to a local office means they want to dwell more into your documents and this will prolong the processing time. What's your timeline?
 
This feb will make mine 25month. Everything completed just spouse Outland is causing delays
