In response to PAFSO's offer, Treasury Board has agreed to third party arbitration, under certain conditions.

"These conditions are subject to negotiation confidence and cannot be shared publicly," said Clement in a statement.

So basically, until arbitration process is over, picketing/rotating strikes will continue. Bad news for visa applicants.

Actually PAFSO made it clear that they will go back to work DURING arbitration.

It's the pre-condition demands to arbitration from the government - tony clement, which has now stalled arbitration.
