Hello, so I have previously (2018) sent a package that was returned after around 6 months for insufficient proof of relationship for sponsorship of my spouse from Russia. We have since decided that meeting a few more times and meeting each-others parents as well as finding more sources of proof was a better idea than to re send it immediately. Long story short my question is... since it has been 2 years since our package was sent, and new application forms have been released since then, what is the next step we take? Do we create an entirely new package with all the new forms and leave it to the government to connect it with our previous application? It is also worth mentioning that we had put the continue application process if package is sent back option so we didn't get a refund. Any help would be greatly appreciated and thank you in advance to anyone who takes the time to help us figure out where to go from here.

Yes you have to complete a new package.
 
If it was returned to you as incomplete IRCC has no record that it ever existed. Your previous application does not officially exist.
If it was returned to you as a refusal there is no reason per se to connect it with your prior application except to see if there are any important discrepancies between them
In either case you must submit a new complete application package.

They did not ask you to send more proofs before refusing your application?

But regarding the fees, they kept them so there must be some record of our application, we will not have to re pay the fees completely again will we?
