You can get MSP even without the OWP, as long as you paid all the PR sponsorship fees upfront - BC consider that the day you paid the fees is the day you became a BC resident. See this page:
The OWP also gives you MSP coverage as told here : https://www2.gov.bc.ca/gov/content/...lity-and-enrolment/are-you-eligible#studywork , but if you apply with the first option, you'll have coverage earlier, since the waiting period is the current month you become a resident + 2 whole months. Just submit both documents when applying so that you get the proper coverage start date and the correct duration for MSP.
We are not living separately we live together in UK Outland so assume we apply for MSP when he applies for OWP after we land in BC according to above response
