OWP application - from country of residence or country of citizenship?

Hello All,

Need some clarification on OWP application.

I'm eligible to apply for OWP and at present working in the middle east.
Should i file my application in the country of residence (middle east) or can i apply from India (citizenship)?
What is the approximate processing time if applied from India?

Processing times for each country are listed on CIC website.

If you are residing in Middle east and was admitted in the country (ME) for at least a year, you should apply from there. That is the exact wording on cic website
