With the move from CPC-V to M for inland apps stage 1, I was wondering what the actual new rule is for submitting OWP. I have a friend about to go through this process, but am unsure what to advise.

Some people are getting feedback from CIC that you can no longer submit OWP with inland app anymore, and must wait for stage 1/AIP before you can submit it:

Yet others are getting feedback from CIC that it's still ok to submit OWP with inland app:

So is there some actual rule on the CIC website that confirms this either way? Like with many issues, it seems CIC is giving out different/opposite answers depending who you happen to talk to on the phone.

If a person being sponsored does not apply for a OWP, does that affect the application / decision in any way?

No. Submitting OWP with inland app has (previously) been done just to gain implied status during processing, and ensure OWP is processed immediately after stage 1/AIP. It has no effect on actual PR app.

The question is, with new rule changes last month, will OWP apps still be allowed and give implied status with inland apps.
