Hi. So my mom and my brother overstayed in Canada (year 2009) and applied as refugees but denied. And now they wanted to apply again but kinda scared because of the said issue. They consulted for a legal advice and the lawyer said he would take it to the court, but he's asking for $1500. So anyone who knows how to handle this? So they can go back?? Thanks!!

Are they still in Canada or did they leave Canada?

They fled back home here in the Philippines after they overstayed and until now, they haven't fled again (since they don't know how to reapply with that situation)

If the Philippines is there home country and they want to apply again as refugees, the first step they would need to take is to leave the Philippines and move to a different country. Once they have moved, they will need to be officially recognized as refugees by UNHCR and then UNHCR will decide where they are resettled. Note that they don't get to pick the country where they are resettled to - this is UNHCR's decision. So the chances of ending up in Canada are really quite low.

If they specifically want to move to Canada, a much better option would be to explore Canada's economic immigration programs (like Express Entry) and hopefully qualify and apply through one of these.
