if I apply for CEC from outside of Canada from back home will it affect to my waiting time of PR or it is same as if I would do if from canada

Are u sure about that? Because I know someone from Russia who applied to CEC and it took him. A while to get his pr where his friend got within 3 months just because he apploied for it from Toronto?

I am also a CEC applicant located in Toronto and today I completed my 6th month. So, I don't think applying within the country is faster

Location doesn't matter. Processing time will depend on the specifics of each application.

I've read about people applying from Canada to who it's taken less than 2 months and also some to who it's taken over a year, so it's definitely not a factor that will guarantee anything.

It will most likely depend on how much they have to assess and what you provide.
