Can I apply as outland if I am on vacation for 2 months back home and wanna apply now from my home country or shall I wait to come back and apply as inland? And what about the police certificate do I need to apply for one from my home country and Canada as well?

You're not applying. You are just submitting your Express Entry profile. It doesn't matter if you do it now or once you return to Canada.
