Regarding the outland process, if my husband is from a country that is not visa-exempt and we have a difficult/unique case, what is the best choice for us?

The factors to consider:

He makes good money in Canada, and would most likely not make nearly as much in his home country
He originally sought refugee from his country, so going back home might look quite suspiscious
He is currently under refugee status (not approved yet.. and probably won't be)
He hasn't seen his family in 6 years, so i don't really want him to go much longer without seeing them as he misses them and left at 17
I'm able to travel freely whenever


Is it possible to do outland while still staying in canada? How would this be done? If it's possible why doesn't everyone do it this way as it is quicker? Could we do outland while in canada and then go to his home country after a couple of monthes or can we not travel? would the interview have to be in his home country or could it be elsewhere? (if it were in his home country it would be nearly impossible for him to reenter canada)

Any help would be much appreciated
 
There are many people who are more experienced than me, but it seems that this might be a case where inland is good. Doing outland while staying in Canada usually only works for people from visa exempt countries. If he is not visa exempt, there is a good chance when he leaves Canada he may not be able to come back. Many people are denied TRV when they have applied for PR or even if they have married a Canadian because they believe that they will not leave Canada if asked to. If he is working in Canada I assume he already has some kind of work permit, so although it's a long wait, inland may be the way to go. The only problem may be the loss of the right to appeal, since you say your case is difficult.. I'm sure that some more experienced people will weigh in on that :)
