Outland vs. Inland

My husband will be in Canada on a tourist visa during our outland application. Is that fine? I just want to make sure we fill out the correct forms. I've been told that I should fill out these: ww. cic.gc.ca/english/information/applications/fc.asp for an outland application. We would be applying through the France VO.
