With the changes in the application procedure, as I understand it, everyone now goes through the same online application procedure, is there still an inland/outland distinction? Most importantly does an inland application still not have the right to appeal?

The application is still submitted on paper, not online.
Yes, there is still a distinction between inland and outland. Inland apps are processed in Mississauga, while outland apps are processed in the VO abroad. There is still no right to appeal for inland.
