Outland - can sponsor come to Canada

Hi all,

hope you’re doing well. my Outland application was received on May 4,2020 but ofcourse nothing has moved yet.
I have the following queries:-

1)can my husband come to Canada before his biometrics and medical, and get it done here
2) if he completes his medical and biometrics in home country and then comes to Canada, can he submit his passport in a Canadian Office?

any help is deeply appreciated

Yes, and yes.

Note, visa needed of course. And covid means ability to do biometrics and medicals may not be available in different geographies at different times.
