sorry if its already here but i couldnt find it.

Wife is canadian
Husband Australian
Doing Outland application.

Does Wife submit her sponser papers here in Canada
and Husband submit his papers in Australia?

No. http://www.cic.gc.ca/english/information/applications/fc.asp Both parts of the application are sent together to Mississauga. It doesn't matter where it is sent from as long as both are sent together.
 
I was just reading here, below. its seems to be saying that the sponsor puts there application in Canada, and the other will apply in their own country?

No, both the sponsor's portion and the applicant's portion are sent together to Mississauga. It even states this in the application guide. After the sponsor is approve the CIC will forward the principal applicant's part of the application to the visa office that will be processing your application. The CIC does this, not you.

CIC is the one that forwards the application. Just send everything together (in one large envelope, parcel, crate, whatever) to CIC in Mississauga.
