Outland Application options ? Please help

Hi,

We are planning to get married in Dec, 17 in India. I am a PR residing in Canada. Can someone please tell me if we should :

a) Apply for a visitor visa for my fiancee so he can come to Canada and then we apply his outland application while he could still live in Canada

b) Apply outland PR application while he is in India and then apply for his TRV
