Hi,

My common law partner & I are planning on submitting our PR application. We are considering outland. But due to the long processing time for both inland & outland in my country (27 months) we were wondering if we could send our application to somewhere else (like Peru or Brazil or Morocco) & explain our situation & cause for doing so in a separate paper?

Is this something acceptable or will our application be returned or refused?

No - of course you can't chose any visa office.

If you submit the application outland, it can only be processed through the visa office responsible for the applicant's country of citizenship OR the country the applicant is currently residing in provided they were admitted into that country for at least a year (e.g. on a work permit or study permit).

Note that your application first has to be sent to Mississauga regardless of whetheryou are applying inland or outland. If you send your application to a visa office directly, it will be returned to you unprocessed. Mississauga is responsible for forwarding your outland application to a visa office once the sponsor phase of the application assessment has been completed.
 
I'm going to echo Scylla on this - you can't choose your visa office, and if you submit Outland there's no where on the forms to indicate which office you'd like it to be forwarded to anyway. That being said, I would find the Outland thread for your VO and see if there's a spreadsheet running with other applicants' timelines, as the CIC's processing estimates are sometimes hugely inflated.
