Outbound spousal sponsorship— no interview??

First of all, I want to thank the forum for being so helpful in this anxiety-provoking process!

I applied for my husband’s PR back in Jan 2017 from the New York office. After a little back and forth, they sent us an email asking for his passport and two photographs. I’m just confused as to whether there isn’t an interview required before the visa stamping?

That is the passport request (PPR). Does his ECAS state "decision made"? If so, you are done. No relationship interview required. Congrats

Interviews are only required in cases where they have concerns about the relationship.
