I applied by mail, for restoration of my status after my PGWP was refused!

The application mail was delivered on February 26, 2020 to Edmonton processing center, till now it's been 65 days since they received my mail and till now I have no answer, and when I contacted them they said your application is not in the system yet!

My status expired on February 4, the refusal date! so in 2 days my 90 days to apply for restoration will expire!
but I have the proof that I paid the fees and that the mail was delivered, so after the 90 days of no answer from IRCC, will I be staying illegally?

You can stay until a decision is made in your restoration application.

And no - your stay is not legal. You are still out of status. However you can remain until a decision is made in your application.

I understand, but is it normal that they haven't open the application since 65 days of receiving it?

It's not unusual. Restoration can take many months to process and everything is slower right now due to COVID-19.

I am in same condition. I applied in jan. Till now I haven’t heard anything about my application
