i am getting married in march to a Jamaican Canadian i am also so a jamaican,
1- how soon can she start the paper works?
2-she have a outstanding student loan will that be a problem she is know working part time?
3-and how long will it take?
 
She can send in the application as soon as you two are married, provided you have all the paperwork you need.
Student loans do not matter. The sponsor does not have to have a job at all, though of course it is better to be employed. The visa officer will want to see that you two can support yourselves once you arrive in Canada, so showing some sort of plan about how you will do that can help.
Currently it is taking 89 days to approve the sponsor and then 27 months to approve the applicant (in Jamaica; this is the time to process 80% of the applicants - many people get their visa much more quickly.) The processing times are here:

Thank you very much really appreciate it, just hope it turn out good, i heard people here in Jamaica get through in less than a year though.
 
Can her aunt write a letter to show she will support us, anyway we going to stay with her for a while?
 
Yes. A letter from her aunt explaining that she will let you live with her and help support you two when you first arrive will help show the visa officer that 1. you are planning for your future together, and 2. there is a plan in place so that you will not need to go on welfare.

Such letters are not necessary, but when the sponsor does not have much income, they can help. If the letter is notarized or an affidavit, that is even better. Any lawyer in Canada can notarize a document or prepare an affidavit. Again, it is not necessary, just something that can help.
