I am a PR from India thru the skilled worker program.
I am 50 plus, never married, no children. My parents are deceased. Can I sponsor my younger brother and his family
for a PR through the OTHER RELATIVE family category?

Yes - provided you have no family members in Canada (e.g. no aunts, uncles, etc.).

Note that you will not be able to sponsor your brother and his family until you meet the residency obligation. Based on your previous posts, you don't meet RO at this time. You'll have to wait until you do before you submit an application to sponsor anyone. If you apply early, expect your PR status to be revoked for failing to meet RO.
