My son will be returning to canada in the summer of 2014. He has a permenent resident status. However, since he was removed from canada as a minor, he will be re-entering it on Humanitarian & Compassionate reasons, thus his current PR card has already expired. I remind you that he still has permanent resident status , as well as the Certificate of Permanent Residence (CoPR). My question is whether or not he will be eligible for applying for the OSAP, as a permanent resident. I am looking forward to your reply, so that we can plan accordingly.

There's no clear-cut answer to your question. OSAP requires one year of residency in Ontario in the year prior to applying (which your son doesn't have). If you or your spouse has been living in Ontario for the last 12 months, then your son can qualify for OSAP based on your residency and being your dependent. If he doesn't meet either of these criteria, there's still a chance he may be eligible but you'll need to work with OSAP to find out. More information is provided in the link below.
