"Original Passport Request" received without AIP or Biometrics Submission

This looks very much like a TRV letter for Passport. Is it the same writing for SP?A friend of mine just got an "Original Passport Request".
The strange thing is... that he hasn't even received his AIP yet.
He hasn't even given biometrics yet because VACs are closed in my country right now.
What is going on?
You receive the approval letter for SP once you get back your passport from the embassy.

I have a similar situation with your friend. I received a passport request without receiving my AIP, but I have already given biometrics and medical exam. However, my passport was returned only with a letter saying my SP was approved, no visa inside. Today I received a message saying my application moved to stage 2. I am so confused whether my application has been approved or not.
