organizing photos

Hey everyone,

Me and my husband have been married for 3 years and been together for 4. So we have a wide variety of photos .I've printed them and included comments on the back(where,who,when).
I was thinking of organizing them in different catagories and putting them in titled envelopes(like wedding ceremony, honeymoon, events 2009,...). I read that the photos should be loose. Do they allow envelopes?
I think it would be pretty sloppy if I send all the photos loose together(about a 100).
Please share what you have done to organize your photos and if you think my idea will work.

We did a "Timeline of our Relationship" which basically had a Table of Contents that said things like: DATE - Place - Event - Section A

Then we had those transparant paper pocket things and each one said "Section A", "Section B", etc. In those, we put all the evidence: receipts, photos, etc. I know they said they had to be loose, but I assumed they meant not in Albums or big books. I don't know about envelopes - I assume it's the same as what we did pretty much. I should mention we just submitted the application though.
