If not, you will need to have someone inside Canada order them on your behalf. If you do not have someone in Canada to order them for you, there are commercial services that will do so for a fee. One that I have used in the past is http://www.caips.ca but there are others as well.

The point is that if you want information for both you and your spouse, CIC must have your spouse's permission to release that information to you, and thus you must have her sign permission as well. That's all that this means. So have her sign the IMM 5475 form, giving them permission to release her information to you, then submit the entire package to the ATIP office.
