OPW and Medical Request

Hi, I submitted my application on July 23rd as an inland applicant and have some questions.

I got an email on September 7th for a form to be filled out again. I did it the next day and then sent a new one. After that, while waiting for AOR, I received a medical request on September 18th, and did the medical test today, September 23rd.

1- I've seen only a few people receiving the medical and biometrics before AOR. Is that normal? If yes, what should I expect for the next step?

2- Can I apply for an Open Work Permit even tho I haven't received the AOR yet, since I know my UCI and file number right now?

3- If yes, I also applied for a visa extension on July 30th, since it was going to expire soon, but haven't gotten any update yet even though it's been a long time and, I don't have a valid visa now. However, I'm still in Canada since I can stay till the visa application is completed. So, in this case, should I wait for the visa extension to be completed to apply for an Open Work Permit?

I honestly don't know what to do since my case is quite different than the others. I'd appreciate it a lot if I could find answers to my questions. Thank you in advance!

1. You may expect every other step all applications go through. Their exact order varies. I'm not sure why many people ask this question as if there are different scenarios.
2. I belive that aor is required and to be included in the application
3. Your status in Canada and your visa status have nothing to do with each other. Visa gives you the possibility to enter Canada. Your status in Canada is determined by either visitor record or passport stamp. If neither is present it's valid 6 months from the date of entry. To have a maintained status you must apply for visit extension, not visa renewal. You can apply for owp while having valid status and aor.
