This is more of a general question not specific to me:

Under current rules, what options does Canada have for a Canadian citizen wanting to marry a foreigner IN CANDA?

There used to be a Fiance visa for this purpose. Now when you ask this queston to CIC directly, they tell you that fiance must come on Visitor Visa (TRV)...

But... if they automatically refuse a TRV for fiance based on thinking that this person will automatically overstay (do they distrust everyone? And... come on... eventually, that person will qualify for PR status anyway, so why worry about current Visa issues really?? Also, there is a clasue in their own operating manual that states 'future intent' can NOT be used as a reason to refuse the CURRENT Visa if there is evidence they will leave at end of Visa dates.)

So... currently Canada expects ALL Canadian citizens to marry foreigners OUTSIDE Canada? They don't have any means for the marriage to happen in Canada... isn't this a bit skewed and biased and downright discriminatory?

This needs to change... either bring back the Fiance Specific Visa OR put a clause in Visitor Visa (TRV) stating that in cases of a marriage they will allow the Visa with stipulation like US has on their fiance Visa... within a certain period of time the wedding must happen and be legally registered. And also, that the person must leave before end of Visa dates until they can obtain PR status.

Not every Canadian can afford to go out of country (or have the time off) to do legal process in the other country.

There SHOULD be an option available for legal and genuine marriages to take place without so much raising of eyebrows. It makes Canada look seriously unwelcoming...

Yes, a TRV is required for citizens from "not trusted countries" (that's the whole point of a TRV). Countries fall in that category after a systematic abuse of Canada's good will on trusting everyone.

Who says that they will get an automatic reject? MANY MANY TRVs are given yearly for people who only want to get married in Canada and then leave. Top destinations are Banff and Niagara Falls.

I suggest you research on why a country gets a TRV imposed in the first place, that would answer most of your questions.

No, Canadian citizens can marry 1) nationals from visa exempt countries, 2) nationals from not-trusted countries that already have a TRV, 3) citizens from not-trusted countries that prove they can be trusted (this has to be proven through the TRV process).

Yes, it is skewed and discriminatory, but this is to blame on that country that forced Canada to act in such a way.

And who is going to enforce all that? Do you want to use tax payers money to hire people to enforce all of your ideas? Tough sell, though you can ask your representative to put the proposal on the table.

Then how did they meet the person in the first place? How did a relationship even got solid to take that marriage seriously? If that happened in Canada then no need for this, if that happened abroad then clearly the Canadian citizen can travel.

How are you going to prove that it is genuine and legal? And such path exists.... Family Sponsorship. So if you can prove it is legit and serious you will have no trouble getting a TRV and then a PR.


Don't get me wrong, the system is not perfect and MANY, MANY people get screwed because of abusive people (for example me) but well.... I have no one to blame but my fellow nationals.
