Hello,

I have already applied for my PR under the FSW program (part of EE). I am getting married in April to my boyfriend who is a Canadian Temporary resident (Post-secondary work permit) and he would be applying for his PR separately with provincial nomination or FSW. To avoid a delay in my PR process, we are keen to declare that we are married but not add him as a dependent. He would not require my sponsorship as he can get a PR under experience class, PNP, or FSW.

Can I complete my application without having to add him to it and just declare to CIC that we are married?

If you marry at any time before you land as a PR, you must add him. You can add him as non-accompanying if you wish but it really would not be any faster because he still would need medicals and background checks. Therefore you might as well add him as accompanying so he can get his PR visa too.

Note that if you are living together as a couple for 12 months or longer, immigration would consider you common law and you would already be obligated to include him, whether you marry him or not. Same applies if you reach 12 months of living together at any point before you land as a PR.
 
We aren't applicable to be a common law partner now or till the time we get married. Could you let me know how long a delay to expect?
