The "document checklist" that I got for the Spousal Sponsorship forms (I'm a Canadian sponsor, my wife is from Moldova) states that I should call CRA for something called a Option C printout of my last Notice of Assessment for the last last taxation year. Did everyone else who went through the process include this specific form? Thanks.
 
Every sponsor HAS TO attach this form to sponsor.
 
Further to what handsup stated, in a Spousal Sponsorhip (though you have to attach Option C), it is not mandatory that the sponsor should meet the LICO requirements.

Yes correct, in fact there is no minimum income req for spousal sponsorship. BUT you HAVE to attach this form with your application as a proof that you pay tax

It is not mandatory since not everyone can get one. Examples are Canadians who have lived and worked abroad and have not file a tax return. So they can't get an Option C. In those cases you have to explain to CIC why you were unable to provide one to them. But since CIC mainly uses the Option C to see if you've been on welfare, someone who has been living outside Canada is not a concern regarding welfare so CIC does not give you hard time over not having an Option C. Now if you have been living/working in Canada (and hopefully filing your taxes), then you don't really have an excuse to not provide one.
 
I'm calling the number listed on the checklist for the this Option C document but I continually get a busy signal. Hmmm. Can they send it online or do I have to wait for it in the mail? I don't want this holding up my application.

no, CIC will not accept an online version, nor will they accept a NOA as a substitute. they will only accept the original Option C sent by the CRA in the mail. Google the number for CRA, and call that. it's not very difficult to request (assuming you filed taxes last year), and CRA typically isn't too difficult to get a hold of.
