Is this okay to submit at this point? I have not done my 2016 income tax yet so 2015 is the latest one I have.

Spousal applications are exempt from income assessment. So, I would say yes. I included proof of earnings, and employment, and a note that I would include Option C / NoA for the taxation year when it was available. They didn't refuse the application.

I am self employed, I have simply included my option c. Should I include more?

I also attached a note stating this is the most recent option c I can get

I am sure it's fine. If you intend to include 2016's, then just mention in your note that you will supply 2016's when it becomes available.

I will do that! I do not know when it will become available, I don't submit my tax until the end of April

Just like lots of people ;).

Mine was held up for pre-processing (I claimed my wife as a dependent; they wanted proof). So they didn't get my NoA until September.

If you are married, change your relationship status. Otherwise I don't think there is anything you need to do...but it will probably confuse CRA...

We are married and I have us as married in our application

I will claim her as a dependant in my taxes, but do I have to claim her as a dependant in our immigration application?

That's implied. You don't need to change anything at CIC.

She is your spouse, so no. To CRA, if she isn't earning, she would be considered a dependent (depending on your income). If that's not the case, then I think you have to include her earnings. I'm not an accountant by trade, so I would consult one who specializes in taxation.
