Not as a physicians. Almost all IMGs can't get relicensed. I would consider other countries in Europe or the Gulf. Even the US has a special program for foreign trained physicians. Haven't checked on the status of that visa since Trump but you must see in an underserviced area for a certain amount of years.

This petition is from 7 years ago. The likelihood of getting a residency spot is even worse now. Don't see it changing soon. Also Canada is not inviting doctors to immigrate. They often have not done adequate research on retraining or have been given incorrect advice by a consultant.
