Hi guys, I'm currently in Canada and I'm a dependent in my husband's PR application. His eligibility is valid and met, according to our GCMS notes and webforms answers. I want to apply for an Open Work Permit, and I've found this in the CIC page:

You can apply for a OWP if you:

"Are you a spouse, common-law partner or dependent child of a person who:"
"Applied for Permanent Residence to an office in Canada and was determined to be eligible for Permanent Resident status (first stage approval)"

The question is: The eligibility valid and met means that he has a first stage approval ?

Because in this way, I think I'm eligible for the OWP. We don't know when our PR will be approved, It has been almost 14 months (he added me after AOR) and I'm really in need of a work permit. We called IRCC this morning and they told us that based in his PR application I'm eligible for the OWP, but I wanted to know if someone succeeded in the same situation as ours. Thanks very much!

You would be able to apply if your husband is working in NOC 0, A or B. It is not based on being part of a PR application.
