Islington, I still strongly suggest that you apply it online as the process is faster and more efficient. But it is your decision finally.

I checked CIC website and it says that "You can either mail in your application to the Case Processing Centre in Vegreville, Alberta if you are already in Canada". But I have never done it till now, so please call CIC and double check before you actually mail the docs.
 
Hi guys and Islington,

Is it okay if i ask for an opinion, like i mentioned before, i have applied for a restoration of status and extent my stay as a visitor. I've sent the application last thursday on the 13 and it arrived yesterday on the 17 at Vegreville AB. Now, CEC2013 also mentioned that i can restore my status as a worker and apply for this open work permit.

Do you guys think it will be feasible? Please" i need advice if you guys don't mind.

Your status is already expired and hence you are not eligible to apply for a open WP under the new regulations. This is what is says.

Bridging Open WP – Eligibility Parameters

To be eligible for a bridging open WP, the following parameters must be met:

The foreign national is currently in Canada;
They have valid status on a WP that is due to expire within 4 months;
They have received a positive eligibility decision on their PR application under one of the Economic Class programs above; and
They have made application for an open WP.

It seems that you are not eligble,however maybe it is worth a try...you can give them an explanation that the new rule is effective from December15, 2012...This is only my oppinion...It is up to you I can not give you any better advice...sorry...Anyway good luck for you I hope yu will sort it out somehow.... :)
 
How about this:
Effective May 29, temporary residents currently in Canada with valid student or temporary foreign worker status must submit their application for a new temporary resident visa to the Case Processing Pilot Office in Ottawa (CPP‑O), or visa office that serves their country of nationality.

The other hand it says:

•Mail your completed application to the Case Processing Centre in Vegreville, Alberta

if VEGREVILLE, NEW RULE APPLIES UNDER NEW EMPLOYER OR SAME EMPLOYER??as itiis an open wp... ::)

Hence my suggestion to restore your status back to worker. You should consult CIC as the foremost source of information regarding particulars of you case, and more specifically, the ability to restore your status back to worker without a current LMO. Once you have the info, go from there. Bridging open work permits is only made available to those on open work permits in current status (expiring - not expired), as well as other qualifying criteria.

Thanks for the info,however it says:

The new e-Apps system will not be mandatory. All clients will still be able to submit paper applications to a Case Processing Centre (CPC), visa office or Visa Application Centre (VAC).
 
Fair point! But I was merely suggesting that the application online would likely be quicker and therefore more desireable. Yes, applicants still have the opportunity to submit hard-copy applications..
