You won't get an ITA instead you'll get Provincial/Territorial Interest from Ontario and you'll have to submit your application to them and they provide your nomination which gives you the additional 600 points.
It is not mandatory that everyone gets a P/TI from Ontario. Not sure based on what they send out these P/TI's.

Creating a profile does not necesaarily mean you will get an invitation from Ontario. Here is how it work, once you create your profile, ontario may or may not select your profile for nomination. In case they do, you will have to send them your documents and processing fee. Once they grant you 600 points under pnl, you will subsquently get an ITA.

Adding to what you have already said, applicant has 45 days to submit a COMPLETE application package. Files received after Sep 15, 2015 will be processed next year.
