Someone who has already applied to EE (post June1) wants to apply to OOPNP. Do they need to create a new EE profile or the old one is ok in which they have already selected Ontario for residence?

If its created Post June, then its not required to create new one.

Hmm not so sure about that. I've resubmitted my profile 4 times since June and only got a PT letter after the last time, almost exactly one week after I resubmitted it.
Which makes me think it's automated and whatever/whoever is looking thru profiles (henceforward referred to as scanning) does not choose profiles that it has already "scanned."

I think OINP scans the profiles at least twice a month. Until their quota is met, I think they'll continue scanning but will only pick profiles that it hasn't scanned before.

So if your friend really wants a PT, I'd advise for him/her to resubmit again and keep trying until s/he gets one. At the max twice a month if s/he wants it that bad hehe.

This is just my opinion though.
