Hi, I am having trouble with the following question in the form:

Q: Have you, your spouse or common-law partner, or any of your dependent children, already submitted or been included in an Application for Permanent Residence to Citizenship and Immigration Canada (CIC)? *

If yes, please provide a response to each of the following.

# CIC File Number.
# Processing Centre/Visa Post to which application for permanent
residence was already submitted
# Date Application Submitted.

The thing is that this question does not specifically ask whether "you have applied to CIC before" like the Express Entry Profile.

My spouse had applied for the FSW program in OCT 2014 and the file was returned due to NOC's CAP being reached.

So, shall I provide the details related to that application or does this question ask whether I have an ON GOING application with CIC.
 
To be on the safe side, you can mention this in your cover letter like I did.
But in this case if you click "Yes" in that checkbox, you'll have to enter CIC File Number and submission date. If you do not have anything except UCI (which is not CIC File number), you'll need to mark a checkbox and put "N/A" in other fields using third-party PDF editor later then.

To get the exact answer, you'd better call OOPNP office directly.

Hi Just wondering, I am on the same boat... should this be a yes or no?
 
I had the same problem and I put yes and then wrote in the field where you are suppose to put CIC file number "application returned - wrong NOC".

I don't know is it ok, as I just got my AOR the other day and I'm waiting now. But maybe this helps you.
 
No. Not required. You need not mention the FSW application since it was not even processed due to CAP limit.
I also have submitted FSW application in June 2014 but it was rejected with the same reason. I did not mention it in the OINP form and i got my nomination three days back and an ITA yesterday :)
