Does anyone know if you need 12k Pof for one person if you only qualify for CEC to qualify for OOPNP?
 
Here's an excerpt from http://www.cic.gc.ca/english/immigrate/skilled/funds.asp

Unless you are currently authorized to work in Canada and have a valid job offer from an employer in Canada, or you have been invited to apply under the Canadian Experience Class, you must show that you have enough money to support yourself and your family after you get to Canada.

Since you are only eligible for CEC, you can only be invited under this class and hence, you do not need to show POF.

It depends on whether you are currently in Ontario.
From the Human Capital Priorities Stream guide (assuming that's the one you're asking about):
If you demonstrate ongoing employment income to satisfy the settlement funds requirement, submit supporting documents as evidence of ongoing employment in Ontario or a valid job offer in Ontario (note that you must be able to legally work in Ontario).

If I were you, I would still send an email to OINP as they aren't very clear about the topic. Their email address is ontarionominee@ontario.ca

I also only qualified as a CEC candidate and when I applied for OOPNP, I didn't demonstrate any lump sum funds in a bank account.

Instead I showed them proof of my Canadian salary ($100k+) using 6 months of Canadian bank statements, 3 years of T4s and Notice of Assessments and my Employment Contract as well as a supporting letter explaining that I was applying under CEC and therefore was using my salary as Proof of Funds. This was never questioned and I received my nomination within 4 weeks of ITA.

I'm not saying this is the definitive 'rule' but as long as you give them enough information to prove without doubt that you are already supporting yourself (and family) in Canada under a CEC application, then common sense should prevail....well it did in my case. :)
