One of the reasons for permitting international students is the benefit to the economy in the (unsubsidized) tuition they pay. It's not a large amount, but it helps pay for the schools. This helps the Canadian students in some ways. Likewise, the tuition grants are intended to help Canadian students.

If the tuition were free for international students, they would be robbing Canadian students to pay for people who are legally required to leave at the end of their studies.

That would be stupid.
